By ACS 2024 5-year counts via Census Reporter, Chapel Hill has about 23,581 homes with a median build year of 1988, older than Raleigh's 1997 or Durham's 1995. Thirty-five percent were built before 1980 and 32 percent from 1980 to 1999, so two out of three houses here are at least 27 years old. Only 47 percent are owner occupied. That makes for a lot of rentals, and a lot of repair lists that pile up between tenants: doors that drag, dented walls, loose stair rails and decks that have seen thirty summers.
Chapel Hill has three local historic districts: Franklin-Rosemary, created in 1976, and Cameron-McCauley and Gimghoul, both created in 1990. Gimghoul grew after 1924 as faculty housing, with Colonial Revival and Craftsman houses along Gimghoul Road and Glandon Drive. In these three districts the Town wants a Certificate of Appropriateness before the outside of a house changes, though ordinary repair with no change in design, material or appearance typically needs none. Staff can approve gutters painted to match the house or trim, and a wood deck on the rear or side when less than 10 percent is visible from a public right-of-way. The Commission does not regulate paint color.
Outside the districts, small projects still get a close look. The Town lists decks and fences among residential work that needs a permit, and every exterior job gets a zoning review for setbacks, height, impervious surface and land disturbance. Lots along creeks may fall in a Resource Conservation District, and digging within 20 feet of one calls for a survey site plan. A site plan may also need a drainage plan for new downspouts. Those lines decide where a new deck, fence or gutter run can go.
Summers are humid: the State Climate Office puts the long-term June and July average dew point at Raleigh at 66 degrees, and that moisture is hard on painted wood. Ice has done the bigger damage. On March 6, 2014, a quarter to half inch of ice brought down trees and power lines across Orange County. Tropical Storm Michael on October 11, 2018 damaged homes countywide and left about 22,000 customers dark at its peak. Storm reports also list golf ball size hail near Fordham Boulevard and East Franklin Street in June 2015, and a tree on a house on Monterey Valley Drive in April 2020.

Sometimes. The Town's historic district standards let staff approve a wood deck on the rear or side of a house when less than 10 percent of it would be visible from a public right-of-way. You still file a COA application. Bigger or more visible decks go to the Historic District Commission, which meets the second Tuesday of each month.
Plan on it. The Town lists fences and retaining walls among residential projects that require a permit, and its zoning review checks setbacks and height. In one of the three local historic districts, a Certificate of Appropriateness comes first. Lots near a creek can fall in a Resource Conservation District, which adds survey requirements.
