Clayton sits in western Johnston County, with small pieces reaching into Wake. Census counts put it at about 11,529 homes (ACS 2024 5-year, Census Reporter), and the median one was built in 2006. Seventy-one percent date from 2000 or after, with 37 percent from 2010 on, which leaves about 34 percent from 2000 to 2009, a bigger 2000s wave than Knightdale, Wake Forest or Durham. Clayton's inspections FAQ is friendly to repair work. It says no building permit is needed to replace windows, doors or exterior siding on a house, or to replace pickets, railings, stair treads and decking on residential porches and decks. A new fence is different: Planning wants a Zoning Compliance Permit first, with a site plan and a picture of the fence material. Fences can go up to the property line, but building on a shared line or tying into a neighbor's fence takes their consent. If your Clayton address is outside town limits and the ETJ, the Town is not your permit office.
Clayton was incorporated in 1869 along the North Carolina Railroad. The Clayton Historic District, listed on the National Register in 2010, covers nearly 300 historic homes and buildings between Mulberry Street, West Barnes Street, Mill Street, Lombard Street and Blanche Street. Its nomination describes most buildings as frame, from Queen Anne houses like the Mayo House on South Fayetteville Street to bungalows on the 200 block of East Second Street and mill houses tied to the Clayton Cotton Mill. The house entries list original weatherboard next to later vinyl and aluminum siding. The Town notes that National Register listing does not stop owners from modifying their buildings.
Big shade trees line those streets, and they do damage. On July 7, 2022, a tree fell on a house near West Barnes Street and Ridgecrest Drive, causing a partial collapse, while trees and lines came down near East Horne and Barbour streets. Tropical Depression Gaston in August 2004 dropped a 45-year-old maple onto a Clayton home's roof, and that June, wind blew molding off houses in town. Florence's 40 to 60 mph gusts in September 2018 put trees on homes across Johnston County. What a storm leaves behind is our kind of work: trim, siding, gutters and shingles.

Not according to the Town's inspections FAQ. It lists replacing windows, doors and exterior siding on a house, and replacing pickets, railings, stair treads and decking on residential porches and decks, as work that needs no building permit. Building a brand new deck is a different story, so check with the Town before that kind of project.
Maybe not the Town's. Clayton's inspections office covers only the town limits and its extraterritorial jurisdiction, and nearby communities such as Flowers, Cleveland and Powhatan use Clayton mailing addresses. The Town says to contact its office if you are unsure, and staff will tell you which jurisdiction you are in.
The district is a National Register listing, and the Town notes that the listing does not prevent owners from modifying their buildings. Many houses there still have original weatherboard, so when only a few boards are rotten, we can replace those boards to match instead of residing the whole wall.
